Delivery Ceremony for CLV “DISCOVERY” Held in Norway
―― Launching a Strategic Asset to Forge New Connections for the Next Generation ――

Toyo Construction Co., Ltd. (Head Office: Chiyoda-ku, Tokyo; Representative Director and
President: Tatsuyoshi Nakamura; hereinafter “Toyo”) is pleased to announce that the delivery
ceremony for our newly constructed self-propelled cable laying vessel (CLV) was held on June 26 at
Vard Langsten Norway. The ceremony was attended by representatives of both Toyo Construction
and the Vard Group, celebrating the vessel’s completion and its official handover.

The new vessel, “DISCOVERY,” stands as a core asset in our fleet, leveraging the advanced
marine engineering expertise Toyo has cultivated over the years. It is positioned to provide reliable
subsea cable laying services, particularly in the rapidly developing Japanese offshore wind market.

Commenting on the delivery of the new vessel, Toyo’s Representative Director and President
Tatsuyoshi Nakamura said, “We are honored to celebrate this milestone in partnership with Vard and
the many stakeholders who have contributed to making ‘DISCOVERY’ a reality. As we prepare for full-
scale operations in Japan, we remain dedicated to building long-term value for our clients, partners,
and the communities we serve.”

Chairman in Vard Group Alberto Maestrini who also attended the ceremony said, “VARD is proud
to deliver this complex and modern vessel to Toyo Construction. She is truly a product of a strong
collaboration with Toyo Construction, Class NK and Vard Group with its great skills in in engineering
flexibility and competences to reach full adherence to Japanese class and flag, working together as
OneTeam. She will be the largest purpose-built vessel for cable lay in Japan with its dual capability.
The vessel is equipped with a removable cable lay system that makes her adaptable to a variety of
offshore works, including among other 2 offshore cranes.

I would like to extend my gratitude to all men and women putting a lot of effort into to finalizing this
innovative project and congratulate Toyo Construction on their new vessel.”

Following its delivery sailing to Japan and final outfitting, the vessel will be prepared for full-scale
operation.

■ Origin of the Vessel Name “DISCOVERY”

The name “DISCOVERY” embodies our evolved approach to offshore construction. If our self-
propelled multipurpose vessel, “AUGUST EXPLORER (completed in 2016) ”, represents the quest to
“explore and investigate” new possibilities, then “DISCOVERY” signifies our drive to “discover and
realize” tangible solutions. Together, these two vessels mark a transition of our business to a new
phase.

■ Vessel Features and Capabilities

“DISCOVERY” is Japan’s largest self-propelled cable layer, purpose-built to address the
challenges of Japan’s demanding offshore environment. Its cable tanks offer a total capacity of 9,000
tons placing it among the country’s largest. This enables the vessel to undertake large-scale, complex
cable laying projects from start to finish.

The vessel is equipped with an advanced Dynamic Positioning System (DP Class 2), ensuring
safe and highly precise cable installation, even in rapidly changing sea conditions. The vessel can also
transition between “Cable Laying Mode” and “Construction Mode,” allowing it to support the next wave
of market needs, such as mooring installation for floating wind and HVDC transmission network
construction.

■ Looking Ahead

With continued growth anticipated in the offshore wind market, the ability to swiftly adapt to evolving
industry demands will be critical to maintaining a competitive edge. The vessel will soon embark on a
roughly three-month journey to Japan; upon arrival, final preparations will be made for domestic
operational readiness. Earlier this year, we designated Ishikari Bay New Port as the vessel’s home
port, and we are committed to pursuing shared growth and prosperity with the local community. We
will proceed step-by-step to bring the vessel into service and build a robust framework ensuring rapid
deployment at any time.

■ Business Statement & The Keyword “Connextion”

The completion of “DISCOVERY” is not merely an expansion of our fleet—it marks a new phase
for our company, in which we bring the marine civil engineering technologies and expertise we have
cultivated over many years fully to bear on the particularly critical stages of the construction and
installation process for offshore wind power facilities. At this milestone, we have distilled our vision for
helping offshore wind in Japan grow into dependable social infrastructure into the following statement
and the keyword “Connextion.”

First—Unlocking the ocean’s potential for the future. We will harness untapped ocean energy
and, beyond building wind farms, work toward a sustainable future on a global scale.

Second—Advancing the industry through “new connections.” Starting with our state-of-the-
art cable layer “DISCOVERY,” we aim to support key processes while fostering relationships across
the value chain as a trusted partner.

Third—Inspiring future-ready bonds and working styles. On ships equipped with world-class
facilities designed for new ways of working, we will collaborate with like-minded colleagues to build a
hopeful future for our industry.

“Connextion”—a coined term combining “Connection” and “Next”—represents our commitment to
creating next-generation linkages among all involved in offshore wind, striving to unlock the vast
potential of the sea and pioneer a future filled with hope.
