Adoption of Construction Technology Verification of Submarine Cable Burial Machine for Project to Develop Cost-Reducing Construction Technology for Offshore Wind Power Generation

On October 30, 2023, Toyo Construction Co., Ltd. (Head office: Chiyoda city, Tokyo, President and
Representative Director: Haruhisa Obayashi, hereinafter “Toyo Construction”) and Seki Kaiji Industry Co.,
Ltd. (Head office: Awaji city, Hyogo, President and Representative Director: Masaru Seki, hereinafter
“SKI”) received notice of adoption of the Research and Development of Wind Power Generation
Technologies / Research and Development of Offshore Wind Power Generation Technologies / Low-Cost
Construction Technology Development for Offshore Wind Power Generation (Construction Technology
Verification of Water Jet Type Submarine Cable Burial Machine) of the New Energy and Industrial
Technology Development Organization (NEDO).

Toward the realization of carbon neutrality by 2050, offshore wind power generation is regarded as a
pillar of recyclable energy, and there is a pressing need to reduce costs in order to be a main power source.

The seabed of Japan is complex and varies widely. On the other hand, since the area for offshore wind
power generation facilities is very extensive, for burial of submarine cables, it becomes important to install
them according to the variation of seabed conditions.

Toyo Construction has significant achievements in the development of foundation technologies including
offshore wind power, and SKI has extensive experience and know-how in submarine cable installation
including offshore wind power business.

By utilizing the expertise of both companies and cooperating in the construction technology development
of submarine cable burial, we will establish the cable burial technology that is applicable to the Japan-
specific seabed conditions and will realize cost reduction.

Toyo Construction raises the offshore-wind-power business as a “growth driver” and is promoting our
business activities to make it our future core business.

Not only by the cost-lowering technologies that have been developed up to now, but also by the
construction technologies in submarine cable and the construction of a self-propelled cable-laying vessel,
we will promote the establishment of value chain in offshore wind power engineering and will contribute to
the future spread of offshore wind power generation of Japan.
