Award of Construction Contract for Breakwater, Seawall and Channel Dredging Works in Patimban Port Development Project, Indonesia

A joint venture of Toyo Construction Co., Ltd. (President and Representative Director: Kyoji Takezawa), Wakachiku Construction Co., Ltd. (President and Representative Director: Ryohei Ioroi) and a local nationally-owned Indonesian construction company, PT Adhi Karya Persero Tbk (ADHI), has been awarded the contract for “Package 2: Breakwater, Seawall and Channel Dredging Works” as part of the Patimban Port Development Project, Phase I ordered by the Directorate General of Sea Transportation (DGST) of the Ministry of Transportation, Republic of Indonesia. The contract signing ceremony was held on November 30, 2018. The contract amount is approximately ¥13 billion (total for joint venture), and the construction period is 24 months.

 

Under the ODA loau scheme (yen loans) provided by the Japanese government through the Japan International Cooperation Agency (JICA), Special Terms of Economic Partnership (STEP) will be applied in this project, in which Japan’s high port and harbor construction technologies are required.

Sea transportation is a main means of transportation in Indonesia, which consists of more than 17,000 islands. However, with the rapid increase in freight flows accompanying the country’s rapid economic growth in recent years, delays in logistics due to a shortage of absolute capacity in port and harbor facilities is a concern, and in 2025, it is expected to be impossible to handle the increase in container demand with only the Port of Tanjung Priok in the Jakarta Metropolitan area. Therefore, it is hoped that the construction of the new port in Patimban in the eastern part of the metropolitan area will contribute to strengthening the logistics functions of the metropolitan area, as well as additional economic growth through improvement of the investment environment in Indonesia.

The main work of this project consists of construction of a bamboo foundation gently-sloping type breakwater (1,930 m) and a sheet pile seawall (6,921 m) surrounding the outer periphery of the new port and dredging of the outer navigation channel (909,973 m³).

 

The order for this construction work was based not only on price, but also on a high evaluation of the technologies of the joint venture and actual results in overseas projects. By concentrating the technical capabilities of the partner companies working together in the project, and completing the construction by making full use of their experience and track records, Toyo Construction and its partners will contribute “high quality infrastructure investment” for the economic development of Indonesia and achievement of the Sustainable Development Goals (SDGs) being promoted by the Japanese government.
