Award of Construction Contract for “Flood Risk Management Project for Cagayan de Oro River Contract Package 2” in the Philippines

Toyo Construction Co., Ltd. (President and Representative Director: Kyoji Takezawa) has received an order for “Flood Risk Management Project for Cagayan de Oro River Contract Package 2” from the Department of Public Works and Highway (DPHW) of the Republic of the Philippines, and signed the contract on February 12 of this year. Among ODA loan scheme (yen loans) which the Japanese government provides through the Japan International Cooperation Agency (JICA), a general yen loan is applied in this project. The value of the order is approximately \5.9 billion, and the construction period is 36 months.

The Philippines is one of the countries with the largest number of natural disasters in the world. In December 2011, Typhoon Sendong struck directly in the center of the Northern Mindanao region, causing enormous damage, which affected about 1.17 million victims and resulted in approximately 1,250 deaths.

Among this damage, because adequate flood countermeasures had not been taken until now in Cagayan de Oro, a major city located in the lower reaches of the Cagayan de Oro River, flash floods caused by Typhoon Sendong devastated communities along the river.

In this project, levees and retaining walls in the Cagayan de Oro River basin will be constructed or repaired, etc. In addition to mitigating flood damage in the river basin, the project is also expected to contribute to the stable economic and social development of the region.

The main scope of the work is construction of 2.3 km of river levees. However, because the work zone adjoins a residential area, it is necessary to minimize the effects of the construction. Japan’s high construction technologies are required in order to achieve this, and the static sand compaction pile construction method, which is a Japanese technology, has been adopted.

Toyo Construction received this order based on a high evaluation of the company’s construction capabilities and many actual results of projects in the Philippines. The company intends to complete the project by demonstrating its technical capabilities to the fullest possible extent, and contribute to “Quality Infrastructure Investment” for the economic development of the Philippines and achievement of the Sustainable Development Goals (SDGs) being promoted by the Japanese government.
